I don't care about cooling the car. I bought two of these to vent out cigarette smoke. (Yes, we smoke in the car, go ahead and say "yuck" all you like!). The fan is certainly puny. I agree with the other reviewer, that the solar panel is inefficient.
I've discovered the real reason this gadget isn't going to cool anything, and isn't going to work for venting cigarette smoke from the car. The fan blows the wrong way! It blows into the car. This means you're drawing hot air into the car.
Thoughtless design.

Only pointing this device directly at the sun will cause the fan to rotate. Unless you live in a part of the world where the sun sits on the horizon all day, it will never spin. Cracking a window, which allows a convective current to help exchange interior air, works better since the 'ventilator' does nothing but force you to crack a window. Boaters use a version of this device, but it costs around $100 -- and it works. There is no free lunch.

My wife purchased the solor fan a couple of weeks ago. After placing it on the window facing the direct sun light in 95 degree weather I sat and waited for the fan to start. After about 15 min and over 2 hours of contiuous checking I never once saw the fan working. Piece of junk. Sent it back for a refund. Dont waste your money. I gave it one star but it should be a negative 10 stars.

I bought this Item since Air conditioning does not work. Sure enough, nowhere until the box is opened does it say that you must have a door frame above the window for this product to be installed. Also, not enough weather stripping is provided to meet a two-door coupe window length. returning it once I can actually repackage it

If you hold it in your hand and point it at the sun the fan works. Other than that I never saw the fan turn. I ordered from TV and they abused my contact information including my cell phone number and my credit card info. I got one call that started "I am calling regarding your credit card with ____." Calls continued after I told them to remove me from their list.
